GNO, Inc. Sunday Night Highlight – Louisiana Biggest Mover in Economic Outlook
Every year, the American Legislative Exchange Council (ALEC) publishes the “ALEC-Laffer State Economic Competitive Index.” In the 2025 ranking, Louisiana moves up faster than any other state, jumping from 31st to 18th.
The improvement is largely attributed to tax reforms passed by the Legislature in November, including:
- Lowering the state income tax to a flat 3%
- Lowering the corporate tax rate to a flat 5.5%
- Expanding the list of taxed goods and services
- Eliminating many tax incentives, exemptions, and credits
The Economic Outlook Ranking is a forecast based on a state’s current standing in 15 state policy variables. Louisiana particularly improved in:
- Recently Legislated Tax Changes: from 49th to 14th
- Top Marginal Corporate Income Tax Rate: from 21st to 10th
