GNO, Inc. is a leader in policy advocacy and development on the local, state, and federal level. Priorities – from insurance and public safety to workforce and infrastructure – comprehensively improve business conditions and quality of life across the region. The team collaborates with investors and stakeholders to respond to specific issues and capitalize on emerging opportunities.

To effect change and enact legislation, GNO, Inc. maintains close relationships with locally elected officials, state legislators, and the Louisiana Congressional Delegation.

Public Policy Priorities

GNO, Inc. has developed a set of state and federal legislative priorities agenda, which is designed to support GNO, Inc. ’s mission to create a region with a thriving economy and an excellent quality of life, for everyone.

  • ENERGY – Through an all-of-the-above energy platform, advocate for policies that support both incumbent and emerging sectors including oil and gas, LNG, hydrogen, carbon capture, and nuclear, while streamlining permitting and advancing Louisiana’s energy sector competitiveness
  • ECONOMIC DEVELOPMENT – Defend and grow business attraction and retention tools, support strategic funding of the innovation economy, and champion tax priorities including, but not limited to, inventory tax reform to ensure a competitive environment for growth across the GNO region
  • INSURANCE – Advance a natural catastrophic reform framework through the bipartisan Commission on Natural Disaster Risk Management and Insurance Act and through GNO, Inc.’s national Coalition for Sustainable Flood Insurance, enact a long-term NFIP reauthorization that reforms Risk Rating 2.0 for greater accuracy, affordability, and transparency, while urging state legislative action to further stabilize insurance markets, reduce premiums, and curb excessive litigation
  • INFRASTRUCTURE – Champion regional infrastructure investments that strengthen economic competitiveness and community resilience, including Surface Transportation Reauthorization reforms, investing in Louisiana’s first State Infrastructure Bank, advancements to transit workforce access, and public-private partnerships for roads, broadband, drainage, and bridges
  • EDUCATION Protect Pell Grant access for community college students, reauthorize WIOA, improve K-12 outcomes through literacy and accountability standards, and support early childhood education investments that benefit today’s families and tomorrow’s workforce
  • WORKFORCE – Strengthen workforce development through the TWICE Act and A Stronger Workforce for America Act, enhancements to the M.J. Foster Program, and increased investments in high-wage, high-growth career pathways that connect workers to regional employers
  • COASTAL RESTORATION – Champion Louisiana’s coastal future through GOMESA reform, continued funding for the Lower Mississippi River Comprehensive Management Study, implementation of WRDA, and full support for the CPRA Coastal Master Plan
  • TRADE & MARITIMEAdvance federal and state investment in the Louisiana International Terminal to expand Gulf South container capacity and attract foreign direct investment, while advocating for Louisiana’s Maritime Prosperity Zone designation to bolster the region’s shipbuilding capacity, create high-wage maritime jobs, and strengthen Southeast Louisiana’s position at the center of America’s maritime future
  • CRIME AND CRIMINAL JUSTICE – Advance measures that restore public safety and decrease crime, while supporting fiscally responsible criminal justice reform that aids successful re-entry and reduces recidivism

Louisianians are facing an ongoing insurance crisis, affecting a variety of policy types. Since 2020-21 hurricane seasons, premium rates have increased dramatically, and getting a reliable policy has become difficult to obtain in many instances.

In light of this, GNO, Inc. has delved into the opportunities available that could provide a beacon of hope for our citizenry across the state. After dissecting the complex issues at hand, GNO, Inc. has uncovered discount programs, tax deductions, and other innovations that could potentially ease escalating costs.

The expansive resources identified below – developed through legislation and industry collaboration –  reflects the State of Louisiana and Southeast Louisiana parishes’ commitment to insurability and affordability, contributing to a safer and more sustainable region.  Louisianians themselves have taken the lead in making properties more resistant to losses, as evidenced by 10,000 FORTIFIED roofs installed statewide.
