Valero Energy announced plans for a $1.4 billion expansion for its Norco Refinery. The refinery currently produces 190,000 barrels of crude oil a day. With this expansion, Valero anticipates an additional 45,000 barrels a day from the St. Charles Parish plant. Construction is slated to begin in 2010.
